So indirectly a lot of people have been hurt or killed as a result of Wanda's actions but she was sort of tricked and tried to stop it. She still feels awful about it and given a choice Wanda prefers to use her powers to incapacitate someone. On the other hand, she also ripped Ultron's heart out in revenge for killing her brother and felt absolutely nothing about that. So I guess it depends on the situation.
May Sans teleport your character?: Yes but expect Wanda to react poorly.
May Sans magically affect your character?: I'm canonblind so I'm going to say maybe? Wanda doesn't work with gravity but can accomplish the same things through her telekinesis.
Any observations Sans can make about your character? Wanda's a surviving twin and he could tell from her body language that sometimes she forgets Pietro isn't there for a split second. Sometimes her eyes flash red if she passes a certain power threshold (she can also make them change at will - I'll note it if it happens).
